- Negotiate with an array of possible vendors to arrive at a shortlist
- Work up network plans (radio access network, core network) with each of the operators
- Compute CAPEX requirements for each of the vendors
- Present a detailed SWOT analysis of each of the shortlisted vendors
- Present recommendations for final vendor selection
